واقع التكوين المستمروالخدمة العمومية بالإدارات الجزائرية {دراسة حالة المركز الوطني لمستخدمي الجماعات المحلية ولاية ورقلة }

Abstract

تهدف هذه الدراسة إلى إبراز دور التكوين المستمر في تحسين الخدمة العمومية بالإدارات العمومية في الجزائر، حيث يعتبر التكوين من أهم العوامل المساهمة في تطوير العنصر البشري والخيار الأمثل للمؤسساتمن أجل مواجهة تحديات العصر و مواكبة التقدم العلمي والتكنولوجي، وذلك بالرفع من كفاءة العاملين و مهاراتهم حتى تتمكن الإدارات من تحسين أداء عمالها والرفع من مردوديتها والمحافظة على جودة خدماتها، وكذلك منح فرصة للعمال لتمكينهم من تحسين مستواهم العلمي والمهني مما يؤهلهم للترقيات المهنية والإجتماعية. وقد كرست الجزائر في إطار الوظيفة العمومية مجموعة من الإجراءات والكيفيات المتعلقة بالتكوين وتحسين المستوى و تجديد المعلومات . وعلى هذا الأساس قمنا بإجراء دراسة استطلاعية بالمركز الوطني لتكوين مستخدمي الجماعات المحلية لولاية ورقلة بغرض معرفة أهم برامج التكوين المستمر المعتمدة، والتعرف على مكانة هذه المؤسسة ضمن السياسة التكوين المعتمدة وطنيا بالنسبة لمجال الوظيفة العامة، ودراسة مدى مواكبة برامج التكوين المنتهجة بالمركز لمتطلبات تطوير وترقية خدمات المرفق العمومي.

Abstract This study aims to highlight the role of continuous training in improving the public service in the public administration in Algeria where training is one of the most important factors contributing to the development of the human element and the best choice for institution in order to meet the challenges of the times and keep pace with scientific and tecnological progress by increasing the efficiency and skills of workers so that departments can improve the prefermance of their workers and increase their productivity and maintain the quality of their services .In order to give workers an apportunity to improve their scientific and professional level ,which qualifies them for professional and social promotion.algeria has devoted a range of procedures and how to training, improving the level and renewing information . On this basis ,we conducted a survery of the National center for the formation of local community users for the state of wargla and we have concluded that the training programs carried out by the center comply with the requirements of the job,it increases the efficiency of employees and increases their ability to perform their work ,leading to improved level of service in public administrations.

Résumé L’objectif de cette étude est de mettre en évidence le role de la formation continue dans l’amelioration du service public dans l’administration public algérienne ,ou elle est considérée comme l’un des facteurs les plus importantes contribuant au développement de la race humaine et au choix optimal des institution pour répondre aux défis de l’époque et suivre le rythme du progrésscientific et technological ,en améliorant les compétances des travailleurs afin que les département puissent améliorer les perfermances de leurs travailleurs, améliorer leurs revenus et maintenir la qualit é de leurs services, et aussi donner aus travailleurs la possibilité d’améliorer leurs connaissances scintifiques et professionnelles ;dans le cadre de la fonction publique l’algérie a consacré une série de mesures et de mesures en matiére de formation de recyclage .sur cette basse nous avons mené une enquete au Centre Nationale Pour La Formation Des Utilisateurs Communautaires locaux de l’Etat de Ouargla,en vue d’identifier les programmes de formation en cours les plus importants adoptés et d’identifier la place de l’institution dans la politique .
