Abstract: The research deals with the various justifications for reforming the UN Security Council, given the severe criticism of the UN Security Council's handling of security issues in a selective and arbitrary manner, by the five permanent members, which threatens international peace and security, and contributes to the destruction of the principles and objectives of the United Nations and international law. It aims to show that maintaining peace and security is closely linked to fixing all the loopholes revealed by the practical application of the provisions of the Charter. In our study, we rely on the descriptive approach to describe the legal texts related to some articles of the United Nations Charter related to the amendment, and on the analytical method to analyze the justifications for reform. Through this research, we have concluded that the biggest obstacle to reforming the Security Council is Article 108 of the Charter, which suspends any amendments to the approval of the five veto-right states.
