Abstract

ملخص: تعتبر الميزانية العامة من أهم ما يميز أي نظام سياسي داخل الدولة حيث ان الميزانية تعمل دورا هاما في عدة جوانب داخلية وخارجية وخاصة الجوانب المتعلقة بحياة المواطن أو الجانب السياسي والاقتصادي، حيث ترغب الدولة دائما على تلبية وإشباع حاجيات المواطنين وتوفير أقصى قدر ممكن من الوسائل والمرافق المهمة ،لذلك فان الدولة تلجا إلى الميزانية لمعرفة قدرتها على توفير كافة المطالب وتلبية احتياجات مختلف قطاعاتها الوزارية كل هذا لابد من وجود رقابة مالية لفرض وبسط سيطرة على حركة الأموال ومدى معرفة إنفاقها لهذا نجد الرقابة القبلية هي المصدر الأول لمعرفة قدرة الدولة ماليا ومدى احترام تنفيذ ميزانيتها حيث ظهرت بعض الأجهزة المستقلة والهيئات المراقبة لتنفيذ وإنفاق الميزانية .

Abstract : .
