Abstract

Abstract : Public Economic Enterprises are an active tool in the execution of the various state policies, they are the artery of the life of the national economy, they manage its projects through public procurement, which is a fertile area to activate the development wheel and keep pace interior and exterior changes. Nevertheless, they are subject to the specifics of procurement procedures within the framework of the fundamental principles to conclude them in terms of : free access to the public order, procedural transparency and equality between candidates to preserve public funds and the general interest, which is confirmed by the legislator in Presidential Decree 15-247 as part of this study, the Sonelgaz Company was chosen as a model as a public economic company Which was based for the management of its projects the special elaboration registered in the internal circular, approved by the competent entity ,taking into account the public procurement law as a reference .

Résumé : Les Entreprises Economiques Publiques sont un outil actif dans l'exécution des différentes politiques de l'Etat, elles sont l'artère de la vie de l'économie nationale, elles gèrent ses projets à travers la commande publique, qui est un terrain fertile pour activer la roue du développement et suivre le rythme intérieur et changements extérieurs. Néanmoins, ils sont soumis aux spécificités des procédures de passation des marchés dans le cadre des principes fondamentaux pour les conclure en termes de : libre accès à l'ordre public, transparence des procédures et égalité entre les candidats pour préserver les deniers publics et l'intérêt général, ce qui est confirmé par le législateur dans le décret présidentiel 15-247 dans le cadre de cette étude, la société Sonelgaz a été choisie comme modèle en tant qu'entreprise publique économique qui s'est appuyée pour la gestion de ses projets sur l'élaboration spéciale inscrite dans la circulaire interne, approuvée par l'autorité compétente entité, en tenant compte de la loi sur les marches publics commereference.
