إنعكاس الخدمة الالكترونية علةى أداء المرفق العمومي

Abstract

ملخص في ظل ثورة الإتصالات والتقدم التقني المذهل في مجال المعلومات التي تزامنة والجهود المبذولة من طرف الدول لتحسين المرافق العامة، وتقريب الإدارة من المواطن وتطوير الخدمة العمومية . ومع بداية القرن الحادي والعشرين، أصبح المعيار الذي يقاس به درجة تقدم الدول هو مدى إستخدامها لنظم وتقنية المعلومات بكفاءة وإقتدار. والجزائر كغيرها من الدول تمكنت من تحويل العديد من الخدمات العمومية التقليدية إلى الخدمات إلكترونية، وسعت جاهدة إلى تطوير الأداء الإداري والتقليل من التكاليف وكذا زمن الخدمة، والتخلص من البيروقراطية، وذلك ماتهدف إليه هذه الورقة البحثية إلى التعرف على الخدمات الإلكترونية، وإنعكاسها على أداء المرفق العمومي، من خلال التعرف على دوافع تبني الإلكترونية، وأساسيات التحول إليه لضمان حماية الحياة الشخصية للمرتفقين . كما إعتمدت الدراسة على عرض نمودج من إستراتيجية الجزائر في الإندماج في الخدمة الإلكترونية وهو "نظام موودل لضمان جودة التعليم العالي في الجزائر ". غير أن ضعف الجاهزية الإلكترونية أدى إلى عرقلة الخدمة العامة الإلكترونية وضعف التجاوب مع مفهوم الخدمة الإلكترونية مما جعل الجزائر تواجه تحديات حالت دون تعميم هذه الخدمات بسبب نقص الوعي الجماهيري والأمية الإلكترونية، وفقدان بيئة إلكترونية مناسبة لإستراتيجيتها، ولعلاج تلك المشاكل وتخطي التحديات إجتهد الباحثون في تقديم الحلول اللازمة لتغيير واقع هذه الخدمات الإلكترونية، وآفاقها المستقبلية على المرافق العمومية.

Résumé : Face à la révolution des communications et aux prodigieux progrès techniques dans le domaine de l'information qui ont coïncidé avec les efforts des États pour améliorer les services publics, rapprocher l'administration du citoyen et développer le service public. Au début du XXIe siècle, la norme par laquelle les pays sont mesurés est la mesure dans laquelle ils utilisent les systèmes d'information et la technologie de manière efficace et efficiente. L'Algérie, comme d'autres pays, a su convertir de nombreux services publics traditionnels en services électroniques, et s'est efforcée de développer la performance administrative, de réduire les coûts, le temps de service, et de se débarrasser de la bureaucratie, en identifiant les motifs d'adoption de l'électronique, et les bases du passage à celui-ci pour assurer la protection de la vie personnelle des utilisateurs. L'étude s'est également appuyée sur une présentation exemplaire de la stratégie algérienne d'intégration au service électronique, qui est « le système Moodle d'assurance qualité de l'enseignement supérieur en Algérie».Cependant, la faiblesse de la préparation électronique a conduit à l'obstruction du service public électronique et à la faible réponse au concept de service électronique, ce qui a placé l'Algérie face à des défis qui ont empêché la généralisation de ces services en raison du manque de sensibilisation du public et de l'analphabétisme électronique, et la perte d'un environnement électronique adapté à sa stratégie, et pour traiter ces problèmes et surmonter les défis, les chercheurs ont travaillé dur pour présenter les solutions nécessaires pour changer la réalité de ces services électroniques, et leurs perspectives d'avenir pour les services publics.

Summary : Faced with the communications revolution and the prodigious technical progress in the field of information which coincided with the efforts of the States to improve public services, bring the administration closer to the citizen and develop the public service. At the start of the 21st century, the standard by which countries are measured is the extent to which they use information systems and technology effectively and efficiently. Algeria, like other countries, has been able to convert many traditional public services into electronic services, and has made efforts to develop administrative performance, reduce costs, service time, and get rid of bureaucracy. , by identifying the reasons for the adoption of electronics, and the bases for the passage to this one to ensure the protection of the personal life of the users. The study was also based on an exemplary presentation of the Algerian strategy for integration into electronic service, which is "the Moodle system for quality assurance of higher education in Algeria". However, the weakness of electronic preparation has led to the obstruction of electronic public service and the weak response to the concept of electronic service, which has placed Algeria in the face of challenges that have prevented the generalization of these services due to the lack of public awareness and electronic illiteracy, and the loss of an electronic environment suitable for its strategy, and to deal with these problems and overcome the challenges, researchers have worked hard to present the solutions necessary to change the reality of these electronic services, and their prospects future for public services.
