Abstract

الملخص: يعتبر المرفق العام الالكتروني المتمثل في الإدارة الالكترونية بديل جديد يعيد النظر في طبيعة العلاقة بين الدولة والمواطن و ذالك من خلال الاستخدام الأمثل لمختلف الأجهزة ، والمعدات، و برامج تكنولوجيا المعلومات والاتصال ، لتقدم حلولا للتعقيدات والمشاكل البيروقراطية التي تعترض الإدارة العمومية في شكلها التقليدي فهي عبارة عن إدارة بلا أوراق , بلا مكان و زمان , و بلا تنظيمات جامدة الأمر الذي بؤدي بها إلى تقديم أحسن الخدمات للمواطنين. كما يعرف المرفق العام في الجزائر تحولات عديدة بين التأسيس لمداخل نظرية والبحث على افاق جديدة اخذت ابعادها من مجتمع المعلومات التي اصبحت فيه المعلومة المصدر الاساسي للميزة التنافسية ، الامر الذي فرض عليه اعادة البحث لتموقع من جديد ضمن ما يعرف بالاقتصاد الرقمي ، من خلال العمل على تحويل عديد الوظائف الادارية للمرافق العمومية من شكلها التقليدي إلى الالكتروني قصد تحقيق النفع العام كسمة اساسية ، الباحث في هذا المجال يرى ان مدخل الادارة الالكترونية كمدخل جيد قصد تجويد المرفق العام وتعزيز قيمه من الشفافية والديمقراطية والمساءلة التي تبقى فاعليتها حبيسة ثقافة التعامل الالكتروني مع هذه الاستراتيجية الاتصالية .

Résumé : Le système électronique, la gestion électronique, est une nouvelle alternative qui réexamine la nature de la relation entre l’État et le citoyen grâce à une utilisation optimale de divers dispositifs, équipements et programmes TIC pour apporter des solutions aux complexités et aux problèmes bureaucratiques auxquels l’administration publique est confrontée dans sa forme traditionnelle. Gestion sans papiers, sans lieu et temps, et sans organisations rigides, ce qui conduit à la fourniture des meilleurs services aux citoyens . le service public en Algerie connait aussi de nombreuses transformation entre la mase en place dapproches theoriques la recherche de nouveaux horizons qui ont pris ses dimensions a partir de la societe de l informaton dans laquelle linformation est devenue la principal source davantage conurrentie.ce qui la oblige a re- chercher pour re-chercher.position au sein de ce qu on appelle leconomie numerique.en travaillant a transfoumer de nombreuses fonctions admistratives des service publics de leur forme traditionnelle a lelectronique afin datteindre linteret public comme caeacteritque de base. Le chercheur .dans ce domaine voit que lentree de gestion electronique comme une bonne entree d ameliorer les installation publiques et de renforcer sa valeur de . taraspaence democratie et resdeponsabilite qui mainitient son efficacite confinee a la culture de linteraction electronique avec cette strategie de communication.

Summary: The electronic general facility of electronic management is a new alternative that revisits the nature of the relationship between the State and the citizen and that through the optimal use of various devices, equipment, and ICT programs, provides solutions to the bureaucratic complexities and problems of public administration in its traditional form is paperless management. No place, no time, no rigid organizations, leading to the best services for citizens. The General Facility in Algeria also identifies numerous shifts between the establishment of theoretical entrances and research on new perspectives that have taken their dimensions from the information society, where information has become the primary source of competitive advantage. What was required to re-explore to be a part of the so-called digital economy, By working to convert the many administrative functions of public utilities from their traditional form to electronic in order to achieve public benefit as an essential feature of e-governance as a good entry point for the purpose of enhancing the general facility's values of transparency, democracy, and accountability, whose effectiveness remains locked in a culture of electronic engagement with this communication strategy
