التسيير الأمثل لمعالجة النفايات الطبية وفق المشرع الجزائري - بالتطبيق على عينة من المؤسسات الاستشفائية الجزائرية

Abstract

التسيير غير المناسـب للنفايـات الطبية، سـواء علـى مسـتوى المؤسسـة الصـحية أو خارجهـا،أخطـر وأكثر المشاكل التي مست البيئة والصحة العامـة .موضـوع بحثنـا يتنـاول هـذه المشـكلة وتفـاقم آثارهـا ومخاطرهـا و كيفية الحد منها. من خلال تبـني أسـلوب التسـيير المسـتدام الـذي يتماشـى والأطـر القانونيـة والمعـايير الدوليـة، في طار إدارة صـحية فاعلة تتعامل مع نفاياتها بدءا من مصدر إنتاجها إلى غاية معالجتها والتخلص النهائي منها. ولإثراء الموضوع،ضم بحثنا محور نظري به الإطار ألمفاهيمي و محور تطبيقي خاص بدراسة واقع تسيير النفايات لمجموعة من المؤسسات الاستشفائية العمومية.

La gestioninappropriée des déchetsmédicaux،quecesoit à l'intérieur des institutions hospitalièresou à l'extérieurprésente un danger qui touchel'environnement et la santé publique. Notre sujettraitéceproblème،ses impacts et dangers et la solution à travers l'utilisation de la gestion continue conforme aux cadres juridiques et aux normeinternationales; dans le cadre d'une administration sanitaire efficacetraitantsesdéchetsdepuisleurs source jusqu'autraitement finale et élimination. Notre étude se compose d'une partie théorique basé sur une recherche bibliographique et une partie pratique qui traite la réalité de la gestion des déchets d'un ensemble des institutions hospitalières publique.

The inappropriate management of heath care services wastes، inside the health institutionor outside has been the biggest and the most dangerous problem that affected theenvironment and the public health، our research topic deals with this problem، its growingimpact، its harmful consequences، and how to limit the latter via choosing thepermanently management method، which goes with the legal system and the internationalcriteria by an efficient health administration that deal with its wastes starting from itssource of production ending with its treatment processing and its destruction. To enrich our research topic، this latter consist of a theoretical axis and a practice axisconsisting of a case study about the reality of wastes management done by a group ofpublic health enterprises cares.
