Abstract: The relationship of the Prime Minister or Head of Government, according the situation with the President of the Republic in policy-making on the basis of the 2020 Constitution raises several questions, either in its organic dimension which means its relationship with the appointing authority represented by the President of the Republic, or in its functional dimension, and the extent to which this affects their role in the political process. In this context, we are trying, through this article, to explore the extent to which the 2020 Constitution contributes to the reorganization of the relationship of the Prime Minister or Head of Government as the case may be with the President of the Republic in a way that enhances their role in public policy-making, or is merely a change in format and a decline in content
