واقع التضامن المالي بين البلديات دراسة حالة بلديات ورقلة خلال الفترة 2019-2021

Abstract

الملخص: ويتجسد نظام التضامن المالي مابین البلدیات في الجزائر في صورتين، الأولى تتمثل في التضامن المركزي، الذي یتكفل به صندوق التضامن والضمان للجماعات المحلیة، والثانیة تتمثل في التضامن اللامركزي عن طریق إعانة البلدیات لبعضها البعض والتابعة لنفس الولایة إقلیمیا. وبما أن البلدية تمثل إحدى تطبيقات اللامركزية فهي تلعب دورا هاما في الجانب التنموي فلا بد لها من وجود مصادر، تمویلیة تكون قادرة علي النهوض بالعبء التنموي, و نظرا لعدم قدرة التمویل المحلي علي التكفل بالحاجات المتزايدة لسكان البلدیة فإن الإعانات سواء كانت مركزية أو محلية تلعب دروا مهما في التنمیة المحلیة مع الأخذ في الحسبان الإمكانیات البشریة والاقتصادیة والمالیة التي تتوفر عليها. ومن خلال دراستنا هذه نجد أن الإعانات المحلية تلعب دورا هاما في التنمية المحلية بورقلة، وخاصة إعانة بلدية حاسي مسعود التي تعتبر موردا سنوي يساهم بصفة فعالة في التقليل من العجز المسجل على مستوى بلديات الولاية.

Résumé Le plan de solidarité financière intercommunal en Algérie consiste en deux images. Le premier plan représente la solidarité centralisé prise en charge par la caisse de solidarité et de l’assurance des collectivités locales, et le second représente la solidarité non centralisée à travers les aides communales les unes pour les autres dans l’espace d’une seule wilaya. Et du fait que la commune prend place dans l’application de la non centralisation, et elle est du rôle important dans la perspective du développement, il est nécessaire qu’elle ait de ressources et de couvertures financières capable à l’établissement de la prospérité sociale. Cependant, relativement à aux incapacités de couverture locales à bien s’occuper des besoins progressifs de la société en augmentation démographique, les aides et les subventions, que ce soit des autorités du corps central ou de collectivités locales jouent un rôle important dans le développement local, notamment dans les structurations à court et moyen terme, tout en adjoignant l’importance du caractère de ressource humaine, notamment les couvertures économiques et financières dont il y a besoin. A travers notre étude, on conclut que les aides et les subventions locales jouent un rôle capital dans le développement régional de la wilaya de Ouargla, notamment à travers ces différentes communes. Et on précise, particulièrement que les aides de la commune de Hassi Messaoud que l’on considère comme source effective de participation sur les programmes annuels qui tendent à diminuer les insuffisances enregistrées au niveau des communes de toute la wilaya

Abstract: The inter-municipal financial solidarity plan in Algeria consists of two images. Through our study, we conclude that local aid and subsidies play a key role in the regional development of the wilaya of Ouargla, particularly through these different municipalities. And it is specified, particularly that the aid of the municipality of Hassi Messaoud which is considered as an effective source of participation in the annual programs which tend to reduce the shortcomings recorded at the level of the municipalities of the entire wilaya. .
