الموارد المالية للجماعات الإقليمية في الجزائر

Abstract

المخلص: تشكل الموارد المالية للجماعات الإقليمية العصب الرئيسي لنشاطها و محرك الأساسي للتحقيق التنمية المستدامة و إشباع حاجيات المواطنين ، غير أن الواقع الذي كثيرا ما تعكسه الجماعات الإقليمية في الجزائر يظهر العديد من معوقات و الإشكالات التي تصاحب درجة كفاية الموارد المالية و حسن استغلالها ، و هو ما يقتضي إعادة النظر في الآليات التي من شانها تطوير الموارد المالية للجماعات الإقليمية مع الاستعانة بأساليب الحديثة التي أثبت نجاعتها في تثمين الموارد المالية و ترشيد الإنفاق المحلي .

Abstract : The financial resources of local authorities constitute the main nerve of their activity as well as the essential driving force for sustainable development and the satisfaction of the needs of citizens. But, the reality that the local authorities reflect, generally in Algeria, shows many handicaps and problems which accompany the degree of sufficiency of the financial resources and their good exploitation, which requires a reconsideration of the mechanisms of development of the financial resources of the local authorities by using modern methods that proved their effectiveness in the valuation of financial resources and the rationalization of local expenses

Résumé: Les ressources financières des collectivités territoriales constituent le nerf principal de leur activité ainsi que le moteur essentiel au développement durable et à la satisfaction des besoins des citoyens. Mais, la réalité que les collectivités territoriales reflètent, généralement en Algérie, montre de nombreux handicaps et problèmes qui accompagnent le degré de suffisance des ressources financières et leur bonne exploitation, ce qui nécessite une reconsidération des mécanismes de développement des ressources financières des collectivités territoriales à l'aide de méthodes modernes qui ont prouvé leur efficacité dans la valorisation des ressources financières et la rationalisation des dépenses locales
