Abstract

summary; They study examied the subject a very important statement guarantees the implementation of court ruling is seed against management activity ; which is confined mainly in the invitations basic suit can collation and compensation chaim ; in ordor to achieve the invitations full implementation of the provisions of the administrative 1 as is the implementation of the provisions the elimination of the principles endorsed by the 1996 constitution in article 145 of it. This study came in tow chapters to compel the administration to impleinent judicial decision ;and of command ;the fine menacing ; and compensation by the public treasury but these guarantees are not enough to achieve because they do not have the element of compulsion and emerged in the second quarter penalties arising from non ,impleinentation, They study conceded that the judgments against the administration if refrained from implementation of administrative responsibility then it can do in the face of management, it can also be esctended to the employee criminalle accountable for representing the refrain in execution of the judgment.
