دور المجتمع المدني في حماية البيئة

Abstract

عالجت الدراسة موضوع دور المجتمع المدني في حماية البيئة، والتي تناولت في دراسة الحالة جمعية الزئبق البيئية الولائية بورقلة، حيث كانت الإشكالية هل للمجتمع المدني دور في حماية البيئة؟ وما هو دور جمعية الزئبق البيئية في حماية البيئة بولاية ورقلة؟. وتطرقت الدراسة في محتواها إلى الإطار النظري للمجتمع المدني والبيئة والأطر القانونية لحماية البيئة في الجزائر و كذا دور الجمعيات البيئية في حماية البيئة ليتم التركيز على جمعية الزئبق البيئية والدور الذي تلعبه على المستوى المحلي في حماية البيئة، حيث أجابت الدراسة على الإشكالية بأن هناك دور للمجتمع المدني في حماية البيئة، وخلصت الدراسة بنتيجة أن حماية البيئة تتحقق بتظافر جهود المجتمع المدني والإدارة والقطاع الخاص والمواطنين في إطار تشاركي، وأوصت الدراسة بمنح إستقلال للمجتمع المدني خاصة من ناحية الممارسة وضرورة الإعتماد على التمويل الذاتي (الفكر الإستثماري) وإنشاء قانون خاص للجمعيات البيئية وكذلك توفير الوسائل اللآزمة للجمعيات البيئية لتفعيل دورها. study has dealt with the role of civil society in protecting the environment, which dealt in the case study the Mercury Environmental Association of Ouergla State , where it was problematic; Has civil society's role in protecting the environment? And what is the role of the study the Mercury Environmental Association in protecting the environment in the State of Ouergla? The study touched in its content to the theoretical framework of civil society and the environment and legal frameworks for the protection of the environment in Algeria, as well as the role of environmental associations in protecting the environment to be focused on Mercury Association and the role that played at the local level in the protection of the environment, where the study on the problematic answered that there is a role for civil society in protection of the environment, and the study concluded that the outcome of the environmental protection achieved concerted efforts of civil society and the adminestration and private sector and citizens in a participatory framework, and the study recommended to give independence to the civil society, particularly in terms of practice and the need to rely on self-financing (investment thought) and the establishment of a special law for environmental associations as well as provide the necessary means for environmental associations to activate its role. L'étude touché dans son contenu au cadre théorique de la société civile et de l'environnement et des cadres juridiques pour la protection de l'environnement en Algérie, ainsi que le rôle des associations environnementales dans la protection de l'environnement pour se concentrer sur l'Association Mercure et le rôle que joué au niveau local dans la protection de l'environnement l'étude répond sur la problématique qu'il ya un rôle pour la société civile dans la protection de l'environnement, aussi l'étude a conclu que les résultats de la protection de l'environnement a réalisé des efforts concertés de la société civile et l'adminestration et le secteur privé et les citoyens dans un cadre participatif, alors cette étude recommande de donner l'indépendance à la société civile, en particulier en termes de pratique et de la nécessité de compter sur l'autofinancement et la mise en place d'une loi spéciale pour les associations environnementales ainsi que de fournir les moyens nécessaires pour les associations environnementales pour activer leure rôle.
