نظام ترقية الموظف في الجزائر

Abstract

انطلقت فكرة هذا البحث من الأهمية البالغة للترقية, وما لها من أثر بارز في حياة شريحة واسعة من شرائح المجتمع المتمثلة في الموظفين العموميين, الذين يمثلون العقل المفكر والساعد المنفذ للدولة . وكما ذكرنا سابقا أن الموظفين هم يد الدولة لتسير مرافقها العامة, فالدولة لا توجد في حد ذاتها إلا من خلال موظفيها الذين يعملون باسمها ولحسابها, وعلى هذا الأساس أوجبت على الموظف العام واجبات والتزامات حددتها النصوص التشريعية, فإنها أيضا أوجبت له عدة حقوق و ضمانات لمواجهة الإدارة, و من بين هذه الحقوق "الحق في الترقية " هذا ما جعلنا نتساءل حول مفهوم الترقية و كيف نظمها المشرع الجزائري؟ و على هذا الأساس تطرقنا إلى مفهوم الترقية وشروطها وأهدافها وأهميتها وأشكالها, ثم حاولنا في بحثنا هذا تحديد أنماط الترقية وآلياتها, وفي الأخير تطرقنا إلى جملة من الموانع التي تحول دون ترقية الموظف. L'idée de cette recherche commence de l'importance extrême de recrutement et de son influence dans une grande vie de la saucière qui concerne le fonctionnaires publiques qui représentent le penseur et le collaborateur chargé de la république . Comme on a cité avant que les fonctionnaires sont la main de pays de gérer les entours générales , le pays ne se forme pas toute seule sauf à travers les fonctionnaires qui travaillent sur son nom et de son compte et de ce contenu , on doit appliquer nos devoirs et respecter les lois donnés et soumise précises par les textes juridiques . De plus , elle lui a donnée des astuces et des précautions pour ce défendre devant l'administration parmi le droit de s'orienter . On s'interroge sur cette notion et comment l'organisation sociale algérienne a fait On est parti.
