Abstract

تماشيا مع التحولات الجديدة لدولة وسياسة الإصلاح الإداري ، والتطلع لتلبية الحاجات العامة ومتطلبات المواطنين، ومردودية اكبر للمرفق العام ، خاصة في ضل التوجه السياسي الجديد وبعد فشل طريقة التسيير المباشر للمرفق العام ، جعلت من الامتياز والتأجير وسيلتين أكثر فعالية ومردودية في تسيير هذا الأخير، ولقد اعتمت عليهم الدولة في كثير من المجالات. Conformément avec les nouveaux changements de l'Etat et sa politique de réforme administrative .Tous , en visant la satisfaction des besoins essentiels du citoyen et un rendement meilleur pour le service publique ; surtout dans le cadre de la nouvelle politique ,après l'échec de la gestion directe du service publique ;cellà fait de la concession et la location les deux moyens les plus efficaces et rentables pour gérer le service publique .L'Etat s'est basé sur ces deux moyens en plusieurs domaines .
