استخدام تكنولوجيات الاتصال الحديثة في الإدارات العمومية الجزائرية بلدية عين البيضاء نموذجا

Abstract

صارت تكنولوجيا الاتصالات الحديثة تكتسي دورا بالغ الأهمية في الحياة المجتمعية والمؤسساتية، ولهذا حذت الإدارات العمومية الجزائرية حذو المؤسسات والإدارات الغربية لمواكــبة التطورات التكنولوجيـــــــــــــــــــــة، ولمحاولة محاكاتها ، حيث توجهت الدراسة إلى التعمق في واقع استخدام تكنولوجيا الاتصال الحديثة في الإدارات العمومية الجزائرية، و أختيرت بلدية عين البيضاء ورقلة أنموذجا للدراسة الميدانية، حيث تم الاعتماد على المنهج الوصفي التحليلي في هذه الدراسة الوصفية ، إلى جانب استمارة الاستبيان والمقابلة والملاحظة كأدوات لجمع المعلومات، إذ قسمت استمارة الاستبيان إلى أربعة محاور، فالمحور الأول: يحتوي على البيانات الشخصية للمبحوثين، والمحور الثاني: يتضمن استخدام تكنولوجيا الاتصال الحديثة بالبلدية، والمحور الثاني: يتمحور حول الصعوبات التي تواجه استخدام تكنولوجيا الاتصال الحديثة، وأما المحور الأخير: فيتناول أثر استخدام تكنولوجيات الاتصال الحديثة على أداء عمال البلدية؛ وأفضت الدراسة الميدانية بعد جمع البيانات وتحليلها إلى جملة من النتائج، ومن بينها:أن البلدية تتوفر على بعض التجهيزات الهامة لاستخدام تكنولوجيات الاتصال الحديثة ولكن ليس بالمستوى المأمول بالرغم من المحاولات التي تقوم بها الإدارة لمواكبة التطورات التكنولوجية، إلا أن الموظفين تواجههم العديد من الصعوبات أثناء استخدامهم لهده التكنولوجيات الحديثة لقيامهم لأعمالهم وذلك بسب بعض العوامل كقلة التجهيزات وضعف الشبكة وأحيانا نقص الخبرة، بالإضافة إلى أن استخدام تكنولوجيات الاتصال الحديثة في البلدية ساهم كثيرا في تحسين أداء العمال ككل بغض النظر عن الجنس والمستوى التعليمي والخبرة المهنية بشكل واضح وملحوظ.

The modern communications technology has a very important role in community and institutional life, and this has made the Algerian public administrations follow the example of institutions and Western departments to keep pace with technological developments, and to try to emulate, where I headed the study to delve deeper into the reality of the use of modern communication technology in the Algerian public administrations, and was chosen mayor of Ain Beida Ouargla model for field study, where they were relying on the descriptive and analytical approach in this descriptive study, along with the questionnaire and interview and observation as tool to gather information form, as it divided the form of a questionnaire to four axes, first axis: contains personal data of respondents, and the second axis: includes the use of technology Modern municipal contact, and Axis II: centered on the difficulties faced by the use of modern communication technology, and the last theme: deals with the impact of the use of modern on the performance of municipal workers communication technologies; and led the field study after data collection and analysis to a number of findings, including: that the municipality is available some important for the use of modern communication technologies equipment, but not at the level hoped in spite of attempts by the administration to keep pace with technological developments, but that staff face many difficulties during their use of this topic of modern technologies for their business and that because of some factors such as lack of equipment and the weakness of the network and sometimes lack of experience, as well as that the use of modern communication technologies in the municipal contributed greatly to improve workers' performance as a whole, regardless of gender, level of education and professional experience in a clear and noticeable.
