دور المجتمع الـمدني فـي تحقيق التنمية السياسية

Abstract

تناولت هذه الدراسة العلاقة التداخلية بين المجتمع المدني والتنمية السياسية في بلدية تقرت وذلك من خلال إطار نظري مفاهيمي لمفهومي المجتمع المدني والتنمية السياسية و إطار تطبيقي عن دراسة دور المجتمع المدني في هذا النوع من التنمية وذلك عبر تحديد أهم أوجه مساهمة المجتمع المدني في التنمية السياسية بإقليم هذه البلدية وكذا آليات هذه المساهمة ونتائجها على المجتمع في محاولة لاختبار إشكالية الدراسة إضافة إلى الإجابة عن التساؤلات والفرضيات التي تم طرحها . فتختلف وتتفاوت النظرة إلى دور منظمات المجتمع المدني في التنمية السياسية في إقليم بلدية تقرت, بين معارض يعتبر أنها خطر على الاستقرار الاجتماعي وعلى الثقافة المحلية كونها نموذجا غربيا ذا ثقافة غريبة، وبين مؤيد يرى فيها شريكا يساهم في توعية المجتمع وتمكينه من المشاركة والانخراط في تحسين معيشة المواطنين, قد يكون هذا التفاوت ناتجا عن الاختلاف في فهم المجتمع المدني، حيث ينتظم الأفراد والمؤسسات بمختلف أشكالهم وانتماءاتهم للدفاع عن المصالح المشتركة أو ربما يعود الانطباع الخاطئ عن المجتمع المدني إلى التشوهات في تكوينه وممارساته . Cette étude portait sur la relation interventionnelle entre la société civile et le développement politique dans la municipalité de Touggourt travers cadre théorique notions conceptuelles de la société civile et le développement politique et un cadre d'application pour l'étude du rôle de la société civile dans ce type de développement et que, par l'identification des aspects les plus importants de la contribution de la société civile dans le développement politique de cette province la municipalité ainsi que les mécanismes et les résultats de cette contribution à la communauté dans une tentative pour tester le problème de l'étude ainsi que pour répondre aux questions et hypothèses qui ont été avancées Diffèrent et varient la perception du rôle des organisations de la société civile dans le développement politique dans le territoire de la commune de Touggourt, entre les spectacles est-il une menace pour la stabilité sociale et la culture locale étant un modèle occidental une culture étrangère, et entre les partisans considèrent comme un partenaire contribue à la sensibilisation de la société et de lui permettre de participer et de s'impliquer dans l'amélioration de la vie citoyens, cette disparité pourrait être dû à des différences dans la compréhension de la société civile, où les individus et les institutions organisées diverses formes et les affiliations de défendre les intérêts communs ou la fausse impression peuvent être dues à la société civile à des distorsions dans la composition et les pratiques.
