Abstract: In an era where humans and state systems are becoming global, we find more and more, the adaptation of civilian and military actors with the requirements of this new gobal living environment. We especially sees the change in psychological, rational behavior, and in systemic dynamics ; witch to including the realities of functional interdependence, especially in clashing with major crises that become more and more cross-border whatsoever in their virtual or real dementions. We also note that the crisis caused by major natural and industrial disasters, civil wars, and globalized economic crises continue to succeed and accelerate, especially since the end of the cold war and the acceleration of the dynamics of globalization. In reality, these crises have negative effects and other positives impacts ; especially in relation to the adaptation function required with the balance and continuity of human actors and systems. For example, it notes that these crises became an opportunity for strengthening partnerships between civilian and military actors in each nation. In the same dynamic, the national state of Algeria sees succeed during the past fifty years, a multitude of major natural and industrial disasters and crises. And almost face to each of them, local civilian authorities were unable to overcome the chaotic situation caused by these disasters without recourse to the consistent support of the military. It is clear that the floods that affected the inhabitants of the M'Zab valley at October 1, 2008 have not faient the exception. In my citizen experience during this natural disaster, and in my capacity as an active member of the commission crisis, spontaneously created by the institutions of civil society, I collected data and historical evidence attesting to this mobilization force and partnership exceptional, which manifested dice the first hours of the disaster. It was in this crisis that the citizens of M'Zab valley have experienced civil-military partnership to combine the efforts of both parties. This experience is central to the issue of this study, which covers the following theoretical and empirical questions: 1) - What are the major crises and risks faced by contemporary national states? ; What definition of civil-military partnership relationship? ; What are the requirements of a civil-military partnership? ; How the constitutions of the Algerian state has designed the ANP missions and ANP relationship with Algerian civil society? ; 2) - What is the nature and the assessment of the ANP of humanitarian intervention to support the civilian efforts mobilized for disaster relief during disasters known as Algeria, and especially during the flooding of the M'Zab valley in the biging October 2008? ; Facing the cyclical phenomenon of major natural and industrial disasters, what are the desired horizons for effective institutional promotion of civil-military partnership in Algeria? In this study, our approach below, is to make a methodological description, and give an historical of the Algerian experience in civil-military partnership for humanitarian purposes during the floods of 2008 at M'Zab valley.
