Abstract

The Algerian state adopted the unity of territory during the first inception of the national constitution since 1963.at the same time the government had the will to give much liberty by adopting administrative decentralization system as a rational regime that enable a quiet management territory .thus, The legislator was signed out the local administration with large competences ,at the same time has proceeding to put them under serious administrative control .this article tries to debate the contradiction in legislator vision.
