Abstract: Centered study the subject about problematic owning decision and they are freedom of opinion and expression, which was divided into two two sections, addressing the first issue of freedom of opinion and expression Ktaesel human rights through divided into two two demands, has been talking in the first requirement for the most important freedom of opinion and expression determinants, and its impacts on Human Rights represented in those determinants obsessed with national security and the weakness of the culture and the lack of awareness, as well as having the dominance of force majeure, which are incorporated underneath -alheimna social and political domination. The second requirement eat it eat a culture of silence as one of the obstacles to freedom of opinion and expression, which was formed by the dominant culture as much of dependency and entrench a culture of silence. The second section of this study freedom of opinion between the globalization of human rights and local cultures, Fajts first demand from studying the globalization of human rights embodied since creation and the descent of the heavenly religions, as well as humanitarian ideas put forward since the era of enlightenment at the hands of a number of philosophers and thinkers, the second requirement dealt with the local cultures and freedom of opinion and expression, as it offers the local culture and social values and its important role in developing and educating the community on the official and popular levels
