Abstract: Today the SME are the source of economic competitiveness and developments regional dint its dynamic statute and its easy creation which makes it possible to answer the needs of various sectors. Since the years 2000, the debate on this subject is advanced in Algeria, in particular after the improvement of safe situation, and the opening of the Algerian economy follows to grants association with the European Union and adhesion envisaged to OMC, this situation explains the acceleration of creative process the small and medium-size companies through the legislation of the laws which make it possible to organize this sector, and the mobilization the organizations of accompaniment to make a success to the projects of this nature. Nowadays, authors believe that the environment at the time, 'economic and socio-cultural', takes a growing place in strategic thinkin that the profile of the leader of the company is recognized as main factor in the choice and deployment of the strategy . The profile covers different specificities, which include elements of personality, behavior or managerial skills, and preferred styles of organization and decision-making, so it would be easy to isolate the founding elements, to see closely: what would be the impact of the personality of the leader on the strategic action undertaken within its SMC ?
