dc.description.abstractInnovative SMEs and the creation of these enterprises is the basis of economic growth in almost all the economies in the world. Therefore, all countries put this type of enterprises in their economic plans, and provided a legallegislation and institutional climate that support the growth and the development of these enterprises in collaboration and partnership with all components of the national system of innovation. We will try through this paper to analyze and evaluate the measures and efforts of The Algerian government in supporting innovative small and medium-sized enterprises, in comparison with Italian economic model. The purpose is to stand on the level reached by the Algerian SMEs, and to show the main legislations, programs, and supporting agencies to set up innovative enterprises, and then to analyze the effectiveness of the investment environment’s components to create innovative enterprises, and indicators of innovation based on the global economic reports.
