دور الفواعـل المحلـية في إدارة ملـف المـهاجرين الأفــارقة غير الشرعيين بالجنــــوب الجــــزائـــــري

Abstract

تهدف هذه الدراسة إلى تناول ظاهرة تدفق الهجرة غير الشرعية من الدول الإفريقية نحو الجزائر وتحديد آثارها المختلفة على المستويين الوطني و المحلي,وقد عالج الباحث إشكالية مدى قدرة الفواعل المحلية الرسمية وغير الرسمية على إدارة وتسيير تدفقات الهجرة الإفريقية الوافدة إلى ولايتي تمنراست وورقلة, وقد حاولت الدراسة الإجابة على التساؤلات التالية: كيف يتم معالجة الظاهرة على المستوى المركزي ؟ وهل اثبتت الأطر والتشريعات الوطنية والدولية فعاليتها في الحد من الظاهرة؟ ما هو الدور الذي تلعبه الجماعات المحلية ومنظمات المجتمع المدني في التعامل مع المهاجرين الافارقة في ولايتي تمنراست و ورقلة ؟ وما حدود هذا الدور؟ ما طبيعة الصعوبات والمعوقات التي تواجه مختلف الفواعل المحلية في إدارة الظاهرة ؟ و ما هي الحلول المقترحة؟ وفي نهاية الدراسة تم اقتراح مجموعة من التوصيات و الاقتراحات المتعلقة بتحسين أداء الإدارة المحلية في مجال الهجرة وبناء قدرات المجتمع المدني للمساهمة كشريك فعال في إدارة الهجرة تدفقات الهجرة الوافدة و الاستجابة من ممارسات الدول الأخرى.

Cette étude vise à faire face à l'immigration des Africains illégaux vers l'Algérie et ses effets sur les deux côtés locaux et nationaux, le chercheur tente de répondre à propos de la problématique suivante: dans quelle mesure l'efficacité des acteurs locaux dans la gestion de la migration des Africains dans les deux Wilayas Tamanrasset et Ouargla? Avec l'ajout de la réponse aux questions suivantes: comment le phénomène est traité sur l'administration centrale? ؟.Quelle est le rôle de collectivités locale et société civile à jouer dans le traitement de la migration? et ce qui est la limite de ce rôle? Quelles sortes de difficultés que rencontrent les acteurs locaux pour gérer les phénomènes? et quelles sont les solutions de proposée ?. En conclusion de l'étude, le chercheur a proposé de nombreuses suggestions et recommandations pour aider l'administration locale de gérer et de contrôler parfaitement la migration illégale, et un renforcement des capacités de la société civile comme un partenaire positif à résoudre et tirer profit des expériences des autres pays dans ce domaine.

This study aims to deal with the illegal Africans immigration towards Algeria and its effects on both local and national sides , the researcher tries the answer about the following problematic: what extent the local actors efficiency in Africans migration management in both Wilayas Tamanrasset and Ouargla ? With the addition to the answer the following questions: how the phenomena is dealt on the central administration ? did the national and international laws affect to limit this phenomena? What is the collectivities local and civil society role to play in dealing with migration ? and what is the limits of this role? What sorts of difficulties that face local actors to manage the phenomena? and what are the proposal solutions?. As conclusion of the study the researcher proposed many suggestions and recommendations to help the local administration to manage and controlling perfectly the illegal migration, and a capacity building of civil society as a positive partner to solve and benefit from the other countries experiences in this issue.
