Abstract: Since its emergence, Liberalism has taken ideological foundations and basis presented by the freedom, individualism and rationality. These theoretical bases had an important factor in spreading liberalism as an intellectual regulation trying to raise the individual and promote its right and position in the community. Liberalism has claimed that man is the best judge-interest that its freedom should not be restricted. The State should guarantee the individual's safety and security that this individual cannot be guaranteed by itself but it should not limit its liberty, because such intervention may waste the potential of individuals and undermine the free economic system based on rational competition and market. However, these basis have great deals of theorization, they, from practical point of view, have given freedom and rights for certain members but have deprived the majority of the other. Such bases were not rational in the aspect ensuring equality. Moreover, these bases have been transferred from a national policy into advertising international policy and have been as a cover for the interventions in the affairs of countries as well. As a reflection, these policies lack dialogue as a basis of international relations, to be replaced with wars. The research is a critical study, in both theoretical and practical levels, on liberalism and its contemporary indications.
