Abstract:	This study is Based on ”The role of local communities in the achievement of Territorial management in Ouargla, Even regarding environmental protection, We will take the Tramway of Ouargla as a case study. Despite all authorities given to local communities, It stands impotent and helpless in front of the environmental threats at the state. Privet section was participated in the investment in order to fulfil the states aims.
