إستراتيجية الاستثمار في الطاقات البديلة حالة "شركة الكهرباء والطاقات المتجددة" للفترة (2010-2015)

Abstract

تتمحور هذه الدراسة حول الطاقات البديلة باختلاف مصادرها وتنوع استخداماتها ، حيث انقسمت انواعها الى طاقات متجددة والتي تمتاز بالتجدد والاستمرارية وتحقيق الفعالية البيئية والاقتصادية ، والطاقات الغير متجددة التي تتميز في تحقيق الفعالية الاقتصادية إلا انها تحدث ضررا كبيرا بالبيئة ، وعلى بالرغم من هذه الخصائص فان مستقبل الطاقات البديلة يعاني الكثير من الصعوبات اهمها ارتفاع التكلفة المالية. كما تم التطرق الى واقع الطاقات المتجددة في الجزائر والتفكير في تصور لمستقبل الجزائر ما بعد النفط ، حيث وقفت الدولة عند خيار تبني استراتيجية وطنية لتطوير الطاقات المتجددة في مقدمتها الكهرباء انطلاقا من الطاقة الشمسية وطاقة الرياح ، لانها تملك امكانيات كبيرة من هذه الطاقات خاصة في منطقة الجنوب ، لهذا السبب قامت الجزائر بوضع استراتيجية لتطوير والاستثمار في الطاقات المتجددة ، وتعتمد على وضع برنامج طاقي ومجموعة من الهياكل الادارية والمؤسسات وكذا اصدار مجموعة من القوانين لحماية هذا التنظيم. تنصب الاشكالية الرئيسية في هذه الدراسة حول : ما هو واقع والاستراتيجية الطاقات البديلة والمتجددة على الصعيد العالمي ؟ ما موقع الجزائر من ذلك؟

This study around the substituteenergies in her pivots disagreement of sourcesand diversity of uses her, where kinds to renewable powers divided her and which the renewal and the continuation and investigation of the environmental activity and the economist excels in, and the energies others renewed which investigation of the economic activity except I be distinguished in two big damages in the environment spoke, on in spite of this characteristics transient future of the substitute energies suffers a lot of the difficulties is more important her rise of the financial cost. As the reference to reality was complete the renewed energies in Algeria and the thought in visualization for future of Algeria what the oildistanced, where the electricity stood the state at strawy strategic national choice for the development of the renewed energies in her introduction departure from the solar energy and energy of the winds, for that she big possibilities from this energies possess special in area the south, for this reason Algeria in strategic status performed for the development of and theinvestment in the renewed energies, and status ofprogram depends on endured me and group the administrative body-frames and the organization sand as well as releasing of group the laws to protect this organization. The main paradox in this study raises around: What is the reality of the strategic alternative and renewable energies on a global scale ? What location Algeria than that?
