تحرير تجارة الخدمات المالية في التجارة الدولية ودوره في تعزيز التنافسية التجارية الدولية دراسة مقارنة بين الإمارات والجزائر للفترة (2004-2014

Abstract

هدفت الدراسة إلى تحليل أثر تحرير تجارة الخدمات المالية في كل من دولتي الإمارات العربية المتحدة والجزائر على تعزيز تنافسيتهما في الأسواق العالمية، وذلك من خلال تشخيص وتحليل واقع وأداء القطاع المالي باعتباره المجال الرئيسي الذي تدور حوله اتفاقية تحرير الخدمات المالية، وقد اعتمدنا في ذلك على المقارنة والتحليل بين بعض المؤشرات الأدائية في السوق المصرفي، سوق التأمين والسوق المالي لدى كل من الدولتين. وقد خلصنا من خلال هذا البحث إلى أنه يجب على الجزائر في حالة انضمامها إلى المنظمة العالمية للتجارة تدعيم المكاسب المترتبة عن رفع القيود بأنظمة مناسبة للرقابة والتنظيم على المستوى المحلي، والقيام بالعديد من الاصلاحات والاستراتيجيات التي تعمل على الرفع من كفاءة القطاع المالي وتطويره وتكييفه مع متطلبات التحرير، من أجل تعظيم مكاسبها التجارية والاستفادة من المزايا التي تمنحها الاتفاقية للدول النامية وتجنب الآثار والتحديات السلبية التي تنجر عن عملية تحرير تجارة الخدمات المالية وتنعكس سلبا على تنافسية خدماتها في الأسواق العالمية.

L'étude visait à analyser l'impact de la libéralisation du commerce des services financiers dans les deux états Emirats Arabes Unis et l’Algérie pour promouvoir leur compétition dans marchés internationaux, à travers le diagnostic et l'analyse de la réalité et de la performance du secteur financier considérant comme un domaine fondamentale dans lequel entour le contrat de la libéralisation des services financiers, pour cela, nous avons adopté la comparaison et l'analyse entre certains indicateurs de performance dans le marché bancaire, marché de l'assurance et des marchés financiers dans chacun des deux pays. Nous avons conclu à partir de cette recherche que l'Algérie devrait dans le cas de l'adhésion à l'Organisation mondiale du commerce consolider les gains résultant de la levée des restrictions par des systèmes de contrôle et de l'organisation au niveau local, et de faire un grand nombre des réformes et des stratégies qui fonctionnent sur la levée de l'efficacité du secteur financier en développant et en adaptons aux exigences de la libéralisation, afin de maximiser ses gains commerciaux et de bénéficier des avantages accordés par l'accord aux pays en développement et d'éviter les impacts et les défis négatifs qui traînaient sur l’opération de la libéralisation du commerce des services financiers et reflétaient négativement sur la compétitivité de ses services sur les marchés mondiaux. Abstract: The study aimed to analyze the impact of liberalization of trade in financial services at enhancing competitiveness for countries in the global market compared between the states of the United Arab Emirates and Algeria, through the diagnosis and analysis of the reality and the performance of the financial sector as a key area around which the liberalization of financial services agreement, we adopted the comparison and analysis of some of the performance indicators in the banking market, insurance market and financial market in both countries. We concluded this research that it should be on Algeria, in the case of accession to the World Trade Organization, to consolidate the gains resulting from the lifting of restrictions suitable for control systems and organization at the local level, and to do many of the reforms and strategies that work on the lifting of the financial sector efficiency, develop and adapt it to editorial requirements , in order to maximize the commercial gains and benefit from the advantages granted by the agreement to developing countries and to avoid the negative impacts and challenges that dragged on the liberalization of trade in financial services process and reflected negatively on the competitiveness of its services in global markets.
