أثر تحرير تجارة الخدمات المالية على تنمية أسواق الأوراق المالية 2015 - دراسة حالة الجزائر خلال الفترة 2004

Abstract

تتطلب عملية التمويل البديلة عن المديونية توفر سوق للأوراق المالية تعمل ضمن محيط قانوني و إقتصادي منظم يحفظ حقوق جميع المتعاملين المحليين و الأجانب، ويوفر لهم أحدث التقنيات لمباشرة عملهم، وهذا ما توفره إتفاقية تحرير تجارة الخدمات المالية، في إطار المنظمة العالمية للتجارة، حيث تعالج هذه الأطروحة العوامل الأساسية التي توفرها الإتفاقية، وكذا العوامل الداعمة لها، وفق معايير مقترح للتنمية في شكل مجموعة من المؤشرات، متكاملة من الناحيتين القانونية و الإقتصادية، وفق ما هو مطبق في الأسواق المتطورة.

للوقوف على إمكانية الاستفادة من مزايا الاتفاقية قمنا باختيار بورصة الجزائر كدراسة حالة باعتبارها سوق مبتدئة حسب تصنيف مؤشر (msci)، و التي يمكنها الاستفادة مما يتوفر لها من تجارة للخدمات المالية على المستوى الدولي، دون شرط الانضمام للمنظمة العالمية للتجارة، وذلك عن طريق تحليل مجموعة من المؤشرات الممثلة لبيئة نشاطها.

To determine the potential benefits of the agreement we have chosen the Algerian Stock Exchange as a study case as a beginner market according to the classification index (MSCI), and that can take advantage of what is available with the financial trade services at the international level, to join the World Trade Organisation unconditionally, through the analysis of a set of representative environmental activity indicators.
