Delinquency is present throughout human history and in all societies. However, it took different forms and the gravity of the acts of transgression varied according to time and society. In general, delinquency is a set of conduct that is contrary to the norms and values of a society and transgression has always provoked the reaction of criminal institutions. The aim was both moral and aiming to establish justice and useful which is to dissuade the perpetrator from reoffending and discouraging others not to suffer the same punishment. But this conception of the relationship between delinquency and punishment is seriously called into question and its effectiveness is increasingly contested. The evolution of human reflection on the question has brought a new perspective, the interest is focused on the subjective viewpoint of the author as a rational actor capable of developing his own sense of his actions and experiences, and The effort is focused on the rehabilitation and reintegration of the ex-prisoner.en_US
