dc.description.abstract | The Electoral systems are legal mechanism to translate votes into representative seats, in multiple forms is determined according as appropriate in each State, it could impact on Process of running for election legislative by the party system which is produced in each country, as resulting the adoption of proportional representation system on the list enclosed in the legislative elections in Algeria and Tunisia to political pluralism and diversity, which can however small it submit candidates and get a seat in Parliament, with the emergence of the dominance of party leaders to nominate candidates, and thus the proportional representation system will produce a political system based in heterogeneous composition in Parliament, often lacks the strong majority it can't do legislative and oversight function for Parliament to the fullest, because it remains hostage to the Executive Power in political subordination, and with limited control tools as determined by the Constitution of each State. | en_US |
