Abstract: The subject matter of reforming the police system comes from recognizing security as a process that requires transformation based on a complete view of international balance, and adopting drastic reforms in the concepts of power and residency, and the points of assembly between them, including security domination. The latter is an expression of the exercise and management of political power for community affairs and resources. The security governance is based on two types of statistical and monitoring, ie, it is an attitude that works with a set of convictions and mechanisms such as control and directing the activities of institutions, as well as encouraging participatory management and respect for legal controls, while the supervisory basis is in the evaluation and objectively criticism of the resolutions through studies, reports, view polls, This stems from the importance of security governance as the basis of the Maghreb countries, not the reform of the police establishment and the completion of the requirements of the correct democratic switch processes in these countries
