Abstract

تعتبر الرقابة الإدارية في مجال التعمير أسلوب فني يتبع لمواجهة مقتضيات العمران الحديث ،لاسيما من حيث الكثافة السكانية المتجانسة وتوفير المرافق و المساكن بكافة أنواعها،وانسجام المباني من حيث مظهرها وحجمها,وحماية الأراضي الزراعية و المساحات الخضراء ......الخ ولكي تتجسد هذه الرقابة في مجال العمران من خلال وضع آليات رقابية قبلية متمثلة في أدوات التهيئة و التعمير، وآليات رقابية بعدية التي تظهر أثناء وبعد تشيد البناء.
