الصعود الصيني في العالم المعاصر من خلال أهم المؤشرات والتقارير الدولية 1991-2016

Abstract

ملخص: تتناول هذه الدراسة تنامي القوة الصينية في العالم المعاصر في مرحلة ما بعد الباردة1991-2016، إذ انطلقتمن الإشكالية الرئيسة التالية:"من خلال أهم المؤشرات والتقارير الدولية، هل حققت جمهورية الصين الشعبية، صعودا حقيقيا وشاملا في مرحلة ما بعد الحرب الباردة1991-2016؟"؛ وافترضنا أن: " الصعود الصيني في فترة مابعد الحرب الباردة صعودحقيقي وشامل." ؛ منتهجين للتأكد من مدى صحتها، كلا من المنهج الوصفي والمقارن والمسح الإحصائي. وخلصت الدراسة إلى أن الصعود الصيني صعود حقيقي، ولكنه غير شامل، وذلك من خلال تحسن معدلاتها في المؤشرات والتقارير المعتمدة، إلا أن مستوى الصعود في الأبعاد الثلاثة مجتمعة يعتبر متوسطا، فهو قد بلغ 58.47%، وأدنى معدل تعاني منه الصين هو في المجال السياسي؛إذ تعاني من فساد إداري كبير بالإضافة إلى قمع للحريات وانتهاك لحقوق الأفراد، وهو ما يهدد بتوترات وثورات قد تعصف بالنظام السياسي وتبطئ من وتيرة النمو، ولكنها لن تعمل على تعطيل

Abstract: This study focuses on the emergence of Chinese power in the post-Cold War world. The study focuses on the following main problem: «Through the international indicators and reports published during the period After the Cold War, between 1991 and 2016, did the People's Republic of China have an emergence of real and global power? »; Thus, the study was based on the verification of the following main assumption: «Through the indicators and international reports published during the post-Cold War period, between 1991 and 2016, the People's Republic of China has witnessed an emergence of real and global power ». The answer to the question of the problem, and the verification of our hypothesis, required the use of the following methodological instruments: Description, comparison and statistical analysis. The study concluded that the Chinese recorded from the selected indicators and reports a real but not global power emergence through improved rates in, but the three-dimensional rise combined level is moderate, as it is valued at 58 , 47%, on the other hand, the lowest rate known by China is in the political sphere, since the indicators show that contemporary China is suffering from great administrative corruption, in addition to weaknesses in individual and collective freedoms, which risks jeopardizing China's economic, technological and military successes since the 1970s.

Résumé : Cette étude porte sur l’émergence de la puissance chinoise, dans le monde contemporain,de l'après guerrefroide.L’étude est axée sur la principale problématique suivante: « A travers les indicateurs et les rapports internationaux parus pendant la période de l’après guerre froide, entre 1991 et 2016, est-ce que la république de populaire de Chine a enregistré une émergence de puissance réelle et globale?» ; Ainsi, l’étude s’est étalée sur la vérification de l’hypothèse principale suivante: « A travers les indicateurs et les rapports internationaux parus pendant la période de l’après guerre froide, entre 1991 et 2016, la république de populaire de Chine a enregistré une émergence de puissance réelle et globale». La réponse à la question de la problématique, et la vérification de notre hypothèse, ont exigé l’utilisation des instruments méthodologiques suivants : La description, la comparaison et l’analyse statistique. L'étude a conclu que les Chinois enregistre d’aprèsles indicateurs et rapports choisis une émergence de puissance réelle mais non globale, grâce à des taux améliorés dans, mais la montée en trois dimensions niveau combiné est modéré, puisqu’elle est évalué à 58,47%, par contre le taux le plus bas connu par la Chine est dans la sphère politique, puisque les indicateurs atteste que la chine contemporaine ne cesse de souffred'une grande corruption administrative, en plus du défaillances en matière de libertés individuelles et collectives, qui risque de mettre en péril les succès chinois dans les domaines économiques et technologiques et militaires, depuis les années soixante-dix
