Diagnostic du système de gestion des déchets ménagers et assimilés « cas de la commune de Ouargla

Abstract

La présente étude a pour objectif de diagnostiquer le système de gestion des déchets ménagers et assimilés dans la commune de Ouargla. Notons que des textes et des organismes ont été adoptés pour la gestion des déchets. Depuis 2001 une stratégie à été instauré mettant en œuvre des moyens humains et techniques, suivi d’un centre d’enfouissement technique réalisé et mis en exploitation en 2011. Le volume annuel de déchets produits est de l’ordre 36 705 110 tonnes pour l’année 2016 soit 33.03 % de recouvrement avec un ratio de l’ordre 0.83 kg/j/ha. Une situation défavorable liée en grande partie à l’insuffisance et à l’inadaptation des moyens humains, matériels, financiers, techniques et organisationnels, mis en œuvre par la commune. Pour cela, la gestion des déchets soit efficace doit se baser sur une approche répondant à la spécificité de notre région et à une stratégie efficiente d’optimisation de la filière de valorisation des déchets.
