محاولة قياس أثر تطبيق الاستقلالية المالية على الأداء المالي لمؤسسة اتصالات الجزائر دراسة تحليلية مقارنة خلال الفترة 2009-2015

Abstract

عرفت المؤسسة العمومية الاقتصادية الجزائرية عدة أنماط من التسيير والعديد من الإصلاحات لغرض رفع فعاليتها وتحسين مردوديتها وأدائها التنافسي بما يضمن لها القدرة على تمركزها في السوق ومواجهة المنافسة العالمية، مهمة صعبة كلفت الدولة أموالا طائلة وكثير من الوقت والجهد لكي تتمكن من إعادة الاعتبار للدور الريادي الذي يجب أن تلعبه هذه المؤسسات في رفع تحديات العولمة واقتصاد السوق، حيث عمدت الجزائر القيام بتصحيحات هيكلية على المؤسسات العمومية الاقتصادية (EPE). نطمح من خلال هذه الدراسة إلى بحث موضوع أثر تطبيق الاستقلالية المالية على الأداء المالي لمؤسسة اتصالات الجزائر خلال الفترة (2009-2015) وذلك بمقارنة مرحلة قبل و بعد الاستقلالية المالية. ولهذا قد جاءت هذه الدراسة لإلقاء الضوء على الأداء المالي ومعرفة طرق وأساليب تقييمه، وكذا إبراز واقع النمو لمؤسسة اتصالات الجزائر، ثم معرفة علاقة الاستقلالية المالية بالأداء المالي لهاته المؤسسة، ومنه إجراء تحليل مقارن من أجل قياس وتقييم الوضعية المالية لها ومعرفة أثر تطبيق الاستقلالية المالية على أدائها المالي. وبعد دراستنا التطبيقية، توصلت الدراسة إلى أن تطبيق الاستقلالية المالية في مؤسسة اتصالات الجزائر قد كان له تأثير على تحسين الأداء المالي، مع التأكيد على وجود مؤشرات مالية جيدة وحسنة كونها مؤسسة خدمية بالدرجة الأولى ممثلة لقطاع الاتصالات على المستوى الوطني، الأمر الذي يشير إلى أنه توجد علاقة معنوية بين تطبيق الاستقلالية المالية لها وكفاءة الأداء المالي بها.

The economic public enterprise noticed many modifications in terms of management in order to increase the effectiveness, profits and the competitive performance to keep the highest position of extablishement whether nationality or internationality. This aim requires a large a moment of many in addition to time and word work in order to keep the competitive performance

This study aims to analyse the effect of the financial independence on the effectiveness and the performance of the company (2009-2015) by comparing the financial independence before applying it and without it.

This study aims to analyse the financial performance and identifying the methods of evaluation besides the improvement of the company and knowing the effect and the relationship of the financial independence with the financial performance of the extablishement by evaluating the position of the company and identifying the effect of the financial independence on the company at the level of the performance.

The result of the study shows that by applying the financial independence on Algerie Telecom has a great effect for improving the performance of the company by ensuring the use of a good financial indicators according of the type of the company (providing services), thus, there is a relationship in the case of applying the financial independence to gain the effectiveness and to improve the performance of the company.
