dc.description.abstractIs democracy living real threats ?through my little reading of what researchers are writing, I revealed the distortions and corrosion that characterized democracy systems especially in developing countries. This article, Algeria is a pattern of study, finally, I find the real threats that make democracy in difficulties even will be less effectiveness within sustainability of those factors. $11- Frosted of hybrid bureaucracy as the only actor in development process $12- With closed public administration, any reforms attempts be out due to bureaucratic resistance .that’s why integrity, transparancy, accountability threats bureaucracy process. $13- Corruption conquered large space of policy interests, during that, many laws had been promulgated to fight it. $14- There is no role for stakeholders at local level, whether controlling or managing with public administration decisions. As result to this study ,the political and administrative systems stared to loose people’s trust through electoral abstentions , and civil societies is in fringe of locale development participation , no relation with universities and its environment as well. So I find very high degrees of correlation between bureaucracy interferences, corruptions due to lack of strategic vision, monitoring committees with high and perfect tools of controlling corruption.en_US
