Abstract

تعتبر ترقية المرفق العام كأحد أهم الإيستراتجيات المتبعة لترشيد الخدمة العمومية وتقريب الإدارة من المواطن, خاصة وأن عملية ترقية المرافق العامة توفر الكثير من فرص النجاح والوضوح والدقة والشفافية في تقديم الخدمات العمومية ، وهو ما يمثل ثورة تحول ونقلة نوعية في نموذج الخدمة العمومية ،بحيث حولنا في الدراسة تقديم خصائص هذه الخدمة الجديدة أي ترقية المرافق العامة من خلال عرض الإمكانيات التي تتيحها للمرافق العمومية المقدمة من طرفها وتحسين عملية الاتصال مع المواطنين ،إضافة إلى ذلك إبراز أهم المعوقات التي يمكن أن تعترض فكرة ترقية المرافق العامة في الجزائر بصفة خاصة.
