dc.description.abstractIn the light of the technical development witnessed by the world in the last three decades, which have transformed the economies of the developed countries to become a generator of knowledge and innovation are the engine of the world economy.Countries have realized that the strength of their survival is only through the development of human capital. Science as a locomotive to enter this new economy. In this regard, the aim of this paper is to shed the light on the evolution of the output of Higher Education and Scientific Researchin Algeria and assess their implications for development. For this purpose, we used the most analytical descriptive approach. There have been missing links between Higher Education, Scientific Research and the national economy. the most important aspect of which were reflected in the nature of the existing developmental model and the imbalances witnessed in the higher education sector, which had a negative impact on thedevelopment effectiveness of the output of the Higher Education and Scientific Research.en_US
