Abstract

The elected councils are considered the incarnated frame to democracy, because it is the most expressive of people's volition and the closest in understanding their needs and their ambitions ; in that people choose among those members the ones who represent them from the known and qualified characters to realize their ambitions due to their confidentiality .

And the council's member are to be able to fulfill their duties towards their electors , realize the local development in accordance with the public and economic policy of the government , only if the local elected is dedicated to do his electoral jobs to avoid any collision in the interests that may influence the parliamentary duty .
