إســــــتراتـــيــجـــــية الأمــــــــم المـــتـــحدة لحماية البيـــئــــة -دراســـــــــــــــــــة حالـــــــــــة الجــــــــــــــــــزائـــــــــــــــــــــــــــر -

Abstract

تعالج هذه الدراسة أحد أهم المواضيع المطروحة على المستوى الدولي والوطني وهو موضوع حماية البيئة وتحقيق التنمية المستدامة، حيث خصصت إشكالية الدراسة للبحث عن مدى فعالية توطين استراتيجية الأمم المتحدة البيئية في الجزائر ومدى مساهمة ذلك في ترشيد السياسة البيئية بها. ومن خلال تحليل فصول الدراسة يتضح أن قضايا البيئة اليوم تشكل الاهتمام المشترك للدول الصناعية والنامية التي إتجهت إلى البحث عن أطر دولية للتعاون من أجل حماية البيئة التي تكرست في جهود الأمم المتحدة وإستراتجيتها في الحفاظ على الأمن البيئي، ومختلف التدابير التي اتخذتها لمساعدة الدول النامية خاصة كما توضح الدراسة أنه وعلى الرغم من الأرضية المشتركة هذه إلا أن تطبيق هذه الإستراتيجية يبقى يعاني العديد من التحديات التي تأخذ الطابع السياسي والذي يتمثل في رفض الدول الصناعية الالتزام بهذه الاستراتيجية، إلى جانب ذلك تواجه الاستراتيجية الأممية إشكالية التمويل التي أقرتها مقارنة بالمساهمة الضعيفة للدول الصناعية وتعدد الأخطار البيئة في الدول النامية وارتباطها بالمشاكل الاقتصادية والاجتماعية، وهو ما يظهر في الاستراتيجية الجزائرية كنموذج عن اشكالية الأمن البيئي والصراع شمال جنوب وغياب الطرح الشمولي والإفتقار إلى التنسيق بين التنمية المستدامة وحماية البيئة، إلى جانب المشاكل الخاصة التي تعانيها المنظمة في التعاطي مع القضايا الدولية بصفة عامة وقضايا البيئة بصفة خاصة، ومن ثم يصبح دور الأمم المتحدة في قضايا البيئة مرهون بتحكمها في القوى الكبرى وتحويل الصراع الى تعاون دولي.

This study aims to study one of the most issues today in the national and international scene; it is the issue of environment protection and the achievement of sustainable development. whatever, the problematic of this study is to search about efficacy of settlment the environment strategy of united nations in Algeria, and its repercussions in rationalize its environmental policy In addition, this study demonstrates that the previous strategy execution is suffering in politic fields because of the industrial countries relative in those strategies. Or other faces of internationalism of financing strategy approved by reporting low degree of contribution of developing countries and their relation with economic and social crises. That appears in Algerian strategy as a method for security of problematic environment and South-North conflicts and problems of the organization about international problems treatment generally and environment problems particularly. So, it is a role and effort of UNO on environmental problems depended on its control in great powers and returning the conflicts to international cooperation.

Cette étude porte sur l’un de plus important sur le niveau notionnel et international. Il s’agit de la question de la préservation de l’environnement et la réalisation du développement durable. Notre problématique vise à rendre compte de l’efficacité de l’installation de la stratégie environnementale en Algérie et le niveau de la contribution de celle-ci dans la rationalisation de la politique écologique. A partir de l’analyse effectuée dans le cadre de cette étude, nous nous sommes rendre compte que l’environnement constitue aujourd’hui l’intérêt commun, ainsi des payes industrialisés que ceux en voie de développement. Ces payes sont allée cherché des cadres internationaux pour la coopération en vie de la préservation de l’environnement qui se sont concrétisés a travers les efforts consentis de ONUS et sa stratégie de préserver la sécurité écologique ainsi que le différents mesures prises pour aider les pays en voie du développement . Cette stratégie présente encore des insuffisances aux niveaux politique et économique et notamment sur le plan du financement. Quant à la stratégie environnementale de l’Algérie, on voit qu’elle a bénéficié de la stratégie globale de l’ONU au niveau scientifique, technique et financière.
