Abstract

The authority of the contractinginterest in the imposing the sanctions is a privilegegranted by the legislator to practice againstitscontractorwhenhebreachesits obligations as a result of itsfailure to fulfill the duty of enforcementwithout the need to resort to the judiciary,includingtemporary sanctions that do not involve the termination of the transaction related to the public facility, including the termination of the contractualrelationship (annulment) basing on specificlegalcontrols.
