آليات دعم وتمويل المؤسسات الصغيرة والمتوسطة (دراسة حالة الصندوق الوطني للتأمين على البطالة-وحدة ورقلة كنموذج

Abstract

تهدف هذه الدراسة إلى التعرف على مساهمة أجهزة الدعم في تمويل المؤسسات الصغيرة والمتوسطة في إطار الصندوق الوطني للتأمين على البطالة ،كجهاز من أجهزة الدعم الحالية للمؤسسات الصغيرة والمتوسطة خلال الفترة الممتدة مابين 2013-2015 ،وذلك للدور الفعال الذي تلعبه هذه المؤسسات في الرفع من المستوى الإقتصادي و الإجتماعي من خلال الزيادة في الناتج الوطني الخام والتقليص من حجم البطالة ،كما تم الإعتماد على المنهج الوصفي فيما يخص الجانب النظري لأنه الملائم لتقرير الحقائق بينما تم الإعتماد على منهج دراسة حالة فيما يتعلق بالجانب التطبيقي من أجل إسقاط الدراسة على هذا الجهاز ،واستخدامنا مجموعة من الكتب والمذكرات وبعض الوثائق الخاصة بالمؤسسة والمقابلات الشخصية خلال التربص . ومن خلال الجهود المبذولة من طرف الدولة لتنمية المؤسسات الصغيرة والمتوسطة والإمكانيات المالية والمادية الضخمة التي خصصت لدعم هذا القطاع ، استخلصنا أن الآليات التمويلية المنتهجة من الوكالة الوطنية للتأمين على البطالة ، كان لها أثر إيجابي في مجال تمويل وإنشاء المؤسسات الصغيرة والمتوسطة ، كما ساهمت في دعم السياسات المنتهجة لخلق مناصب الشغل .

Through the efforts of the State to develop small and medium enterprises and the huge financial and material resources allocated to support this sector, we concluded that the financing mechanisms of the National Agency for Unemployment Insurance had a positive impact on the financing and establishment of small and medium enterprises, To create career positions.
