التنمية السياسية في ظل العولمة دراسة في المفهوم و الأبعاد

Abstract

إن التنمية السياسية من المواضيع الحديثة التي استنبطها العلم السياسي في أعقاب الحرب العالمية الثانية ، فالتنمية السياسية تهدف إلى تحديث و تطوير النظام السياسي . و لقد كانت إشكالية البحث تتمثل في كيفية تأثير العولمة على التنمية السياسية وكان من أهداف البحث : إيضاح العلاقة العضوية بين التنمية السياسية والعولمة و تبيان فاعلية العولمة تجاه التنمية السياسية وكذالك الوقوف على مدى تأثير العولمة على التنمية السياسية. ولقد كان من نتائج البحث أن التنمية السياسية تأثرت بالعولمةبشكل كبير بسبب أن العولمة قلصت من سيادة الدول و فتحت الحدود السياسية أمـــام الناس و البضائع ، بالإضافةإلىذالك تغير مفاهيم و مناهج تحليل السياسة الدولية و السياسات المحلية ، فقد تغير مفهوم التنمية السياسية و لم يعد هو تقوية الدولة القومية و سيادتها كما في السابق ، بل أصبح يهتم بموضوع حقوق الإنسان والمجتمع المدني والقطاع الخاص و حقوق الأقليات و اللامركزية الإدارية و هي مواضيع فرضتها العولمة و أجندتها . ليس هذا فحسب بل ظهرت هناك مفاهيم سياسية أخرى مثل الحكم الراشد و الدمقرطة ،غطت على المفهوم التنمية السياسية واحتلت مكانته . ولقد ظهرت هناك أبعاد و مجالات جديدة للتنمية السياسية مثل البعد الديني و البعد الإعلامي و البعد الأمني و البعد الالكتروني الرقمي

Political development is one of the modern topics developed by political science in the wake of the Second World War. Political development aims to modernize and develop the political system. The Problematic search was to clarify the organic relationship between political development and globalization, to show the effectiveness of globalization towards political development, and to assess the impact of globalization on political development. The results of the research show that political development has been greatly affected by globalization because globalization has reduced the sovereignty of countries and opened political borders to people and merchandise, in addition to changing the concepts and methods of analysis of international politics and local politics. Is to strengthen the nation state and sovereignty as in the past, but became concerned with the subject of human rights and civil society and the private sector and the rights of minorities and administrative decentralization, subjects imposed by globalization and agenda. Not only that, but other political concepts emerged, such as good governance and democratization, which covered the concept of political development and took its place.
