Abstract

ملخص: تناولت هذه الدراسة تغير الإدارات الأمريكية وأثره على الاستراتيجية الأمنية تجاه إيران منذ 1979م مع التركيز على دراسة حالة إدارة باراك أوباما التي أدارت دفة الحكم خلال أعوام 2009-2016 ؛ • إذ انطلقت الدراسة من الإشكالية الرئيسة التي كان فحواها:ما هو محتوىالاستراتيجيةالأمنيةالأمريكيةتجاهإيرانفي ظل الإدارات الديمقراطية والجمهورية الأمريكية المتعاقبة منذ 1979، إلى نهاية عهد إدارة الرئيس باراكأوباما 2009-2016؟ وجاءت الفرضية الرئيسة للإجابة عن الإشكالية الرئيسة وعامة التساؤلات المطروحة في هذا الحيز البحثي كالآتي: بإعتبار إدارة الرئيس الأمريكي باراك أوباما(2009-2016) من الحزب الديمقراطي فقد تأثر محتوى الاستراتيجية الأمنية الأمريكية تجاه إيران خلال 1979 إلى 2016، بالمرجعية الفكرية الاستراتيجية المميزة للحزبين الرئيسين المتعاقبين على حكم أمريكا منذ 1979 إلى 2016 وبالإعتماد على أربعة مناهج كلاسيكية وتقنية بحثية لإجابة على السؤال الرئيس وإثبات مدى صحة الفرضية الرئيس وهي: المنهج التاريحي والمنهج الوصفي والمنهج المقارن ومنهج دراسة الحالة وتقنية تحليل المضمون. حيث تمت هيكلة الدراسة في فصلين، تناول الفصل الأول: السياق التاريخي لتبلور الاستراتيجية الأمنية الأمريكية تجاه إيران للإدارات الديمقراطية والجمهورية منذ عام 1979م إلى غاية 2009م، وتناول أهم الاستراتيجيات المتبعة من كل إدارة ومنطلقاتها وغاياتها تجاه إيران ومنظور الإدارات الديمقراطية والجمهورية للتهديدات الأمنية الإيرانية. في حين خصص الفصل الثاني لدراسة الاستراتيجية الأمنية الأمريكية تجاه إيران في ظل إدارة باراك أوباما كدراسة حالة خلال الفترة من 2009 إلى 2016، من حيث تناول سياق صعود باراك أوباما إلى الحكم وتشخيصه للوضع الموروث من سلفه جورج بوش الإبن، وكذا التطرق لمكونات الاستراتيجية الأمنية الأمريكية لإدارة باراك أوباما تجاه إيران، وتقييم هذه الاستراتيجية من حيث نقاط القوة والنجاح، ونقاط الضعف والإخفاق. وخلصت الدراسة إلى التعرف على الفروق الجوهرية التي اتسمت بها الاستراتيجية الأمنية الأمريكية للإدارات الديمقراطية والجمهورية الأمريكية تجاه إيران، وتوصلنا أيضاً إلى نتيجة مفادها أن الوسائل والأساليب مختلفة غير أن الأهداف واحدة وهي نقطة التقاء بين الحزبين الديمقراطي والجمهوري، وانتهت الدراسة إلى التأكيد على تأثر محتوى وتجسيد الاستراتيجية الأمنية الأمريكية تجاه إيران في ظل إدارة باراك أوباما بالمرجعية الفكرية للحزب الديمقراطي، وانتهاج وسائل لم تكن معهودة في ظل حكم الإدارات السابقة تصدت بها للتهديدات الأمنية الإيرانية من المنظور الاستراتيجي الأمريكي./

This study dealt with the change of the American administrations and its impact on the security strategy towards Iran since 1979 with a focus on the case study of the administration of Barack Obama, which drove The helm of governance during the years 2009-2016; The study started from the main problem, which was:What is the content of the US security strategy towards Iran under successive democratic and republican administrations since 1979, to the end of the administration of President Barack Obama 2009-2016?; The main premise to answer the problem and the general questions raised in this research space is as follows:Given the administration of US President Barack Obama (2009-2016) from the Democratic Party, the content of the US security strategy towards Iran during 1979 to 2016 was influenced by the distinctive strategic intellectual reference of the two main successive parties to American rule from 1979 to 2016. Based on four classical methods, and one research technic, to validate the hypothesis of the problematique: Descriptive, comparative, case study methods, and content analysis technic . The first chapter deals with the historical context of the American security strategy towards Iran for democratic and republican administrations from 1979 to 2009, and tackling the most important strategies adopted by each administration, its aims and objectives towards Iran, and the perspective of the democratic and republican administrations on the Iranian security threats. While the second chapter devoted to the study of the American security strategy towards Iran under the administration of Barack Obama as a case study, in terms of dealing with the context of the rise of Barack Obama to the ruling and devoted to the inherited status of his predecessor George W. Bush, as well as to address the components of the US security strategy to Barack Obama administration towards Iran, This strategy is in terms of strengths and successes, weaknesses and failures. The study concluded by identifying the fundamental differences that characterized the American security strategy of the American Democratic and Republican administrations towards Iran. We also concluded that the means and methods are different, but the objectives are the point of convergence between the two parties. Basée sur quatre méthodes classiques, et une technique de recherche, pour valider l'hypothèse de la problématique: descriptive, comparative, étude de cas, et technique d'analyse de contenu. Le premier chapitre traite du contexte historique de la stratégie de sécurité américaine envers l'Iran pour les administrations démocratiques et républicaines de 1979 à 2009 et aborde les stratégies les plus importantes adoptées par chaque administration, ses buts et objectifs vis-à-vis de l'Iran et la perspective démocratique et administrations républicaines sur les menaces sécuritaires iraniennes. Alors que le deuxième chapitre consacré à l'étude de la stratégie de sécurité américaine envers l'Iran sous l'administration de Barack Obama comme une étude de cas, en termes de traitement du contexte de la montée de Barack Obama à la décision et consacré au statut hérité de son prédécesseur George W. Bush, ainsi que pour aborder les composants de la stratégie de sécurité américaine à l'administration Barack Obama envers l'Iran, Cette stratégie est en termes de forces et de succès, les faiblesses et les échecs. L'étude a conclu en identifiant les différences fondamentales qui caractérisaient la stratégie de sécurité américaine des administrations américaine démocrate et républicaine envers l'Iran. Nous avons également conclu que les moyens et méthodes sont différents, mais les objectifs sont le point de convergence entre les deux parties.
