دور UGTA و UGTT في المفاوضة السياسية بالجزائر وتونس: دراسة مقارنة

Abstract

الملخص باللغة العربية: مرتتونسوالجزائربمراحلتحوّلوانتقالديمقراطيّصعبةومفتوحة،كانلهاتداعياتخطيرةعلىالسيادةواستقرارالمجتمع،وكانالعمالفيصلبتلكالتحوّلاتالسياسيةوالاقتصاديّةالصعبة،حيثيشترطعلىالعملالنقابيّعدمتدخلهبالمجالالسياسيبوصفهجهازمجتمعمدنيّمؤسسيّمتخصّص،لادخللهبالعمليةالسياسية،وليستلهأيّةعلاقةعضويةبالسياسة. لكنالظروفالصعبةللأزمةالسياسيةفيالمرحلةالانتقاليةفرضتعلىالاتحادالنقابيالعموميالتدخلكوسيطلممارسةالمفاوضةالاجتماعيةلتسريعالخروجمنالأزمةوالحفاظعلىمؤسساتالدولة. تهتمالظاهرةالنقابيةبالدفاععنمصالحالعمّالوحقوقهم،تحسينشروطالعملكتحسينالأجوروالتصدّيللتعسّفالإداريّ،والدفاععنالمصالحالاجتماعيةللعامة،باعتبارهإطارامهنيّاعامايعكسالتضامنالنقابيّبينالعمّال. قامالاتحادالتونسيّللشغلبدورتاريخيّأدّىإلىتحقيقاتفاقسياسيّحقّقالسلمالاجتماعيوأهّلUGTTللحصولعلىجائزةنوبلللسلام. فيماانتهتالتجربةالجزائريةإلىاستمرارUGTAكنقابةعضويةرسميةمماأهّلهالعضويةدائمةفيالعقدالاجتماعي،وسطانتقاداتجماهيريةوعمّاليّةمتراكمة./

Résumé En Français

La Tunisie et l'Algérie ont connu des transitions démocratiques difficiles et ouvertes, avait des implications sérieuses pour la souveraineté et la stabilité de la société, Les travailleurs étaient au cœur de ces transformations politiques et économiques difficiles, où le syndicalisme était tenu de ne pas interférer dans la sphère politique en tant que société civile institutionnelle spécialisée, sans processus politique et sans affiliation politique.

Cependant, les circonstances difficiles de la crise politique dans la période de transition ont imposé à la Fédération générale des syndicats d'intervenir en tant que médiateur pour pratiquer la négociation sociale afin d'accélérer la sortie de la crise et la préservation des institutions étatiques.

Le phénomène syndical vise à défendre les intérêts et les droits des travailleurs, à améliorer les conditions de travail telles que l'amélioration des salaires, à lutter contre les abus administratifs et à défendre les intérêts sociaux du public en tant que cadre professionnel général reflétant la solidarité syndicale.

L'Union syndicale tunisienne a joué un rôle historique qui a débouché sur un accord politique qui a permis la paix sociale et le peuple de l'UGTT a remporté le prix Nobel de la paix. L'expérience algérienne a pris fin avec la continuation de l'UGTA en tant que syndicat officiel des membres, ce qui lui a permis de devenir un membre permanent du contrat social au milieu des critiques de masse du public et du monde du travail.

The Abstract Tunisia and Algeria have undergone difficult and open democratic transition and transition, which have had serious repercussions on the sovereignty and stability of society. Workers have been at the heart of these difficult political and economic transformations. Trade unionism is required not to interfere with the political sphere as a specialized institutional civil society. , And has no political affiliation. But the difficult circumstances of the political crisis in the transitional period imposed on the trade union union to intervene as a mediator to practice social bargaining to accelerate the exit from the crisis and the preservation of state institutions. The trade union phenomenon is concerned with defending the interests and rights of workers, improving working conditions such as improving wages, addressing administrative abuse and defending the social interests of the public as a general professional framework that reflects union solidarity among workers. The Tunisian Labor Union played a historic role that led to a political agreement that achieved social peace and the people of UGTT to win the Nobel Peace Prize. The Algerian experience ended with the continuation of the UGTA as an official membership union, which enabled it to become a permanent member of the social contract amid mass public and labor criticism./
