Abstract

ملخص الدراسة : تهدف دراستنا الى معالجة كافة الجوانب الإدارية ، التنظيمية و الإتصالية لمهارات و أساليب ممارسة العلاقات العامة في المؤسسات الحكومية وغير الحكومية ، مع تقويم أثر المهارات على فعالية العلاقات العامة وخدماتها لإيصال رسالتها للجمهور الداخلي و الخارجي ، خاصة بعد التطور التكنولوجي في مجال المعلوماتية وعبر وسائل الاتصال الحديث الذي جعل من العالم قرية صغيرة ، و تناولت إشكالية الدراسة مدى تأثير المهارات الاتصالية على فعالية ادارة العلاقات العامة بمؤسسة اتصالات الجزائر بولاية ورقلة ، كما تم استخدام المنهج الوصفي التحليلي بغرض الوصول الى اهداف الدراسة بشكل علمي منظم ، ومنه تحديد أهم التوصيات العلمية التي يمكن أن تساهم في مواجهة المشكلات التي تعترض أداء العلاقات العامة ، وقد خلصت الدراسة الى مجوعة من الإستنتاجات أهمها : للمهارات الاتصالية اثر بالغ الأهمية في تحسين العلاقات العامة بمؤسسة اتصالات الجزتئر بورقلة وفعاليتها ، كونها تسعى الى ابراز الصورة الايجابية عنها و منه نجاح المؤسسة ./

Our study deals with administrative, organizational and communication aspects of skills and methods practicing public relations in government and non-governement institutions, so to evaluate the impact of such skills on the effectiveness of public relations and services to transmit message to the internal and external public, especially in the light of technological development in domain of information that made the world as a small village, hoping to answer the problem of the study about the impact of communication skills on the effectiveness of the management of public relations in Algeria Telecom entreprise of wilaya of Ouargla. We opted for descriptive and analytical method in order to get, on a well-organised methodic, purpose of the study aiming at establishing the most important scientific recommendations capable of facing problems encountered in the performance of public relations. The study has come up with a set of conclusions including: Communication skills critical to improving public relations and effectiveness are always being sought to change the values and trends and negative perceptions of workers, and correct the wrong situation in order to effect charting the way towards achieving the goals and the ruler of it the success of the organization .

L’étude s’assigne comme objectif le traitement des volets administratif, organisationnel et communicatif des compétences et méthodes gérant les relations générales au sein des institutions gouvernementales et non-gouvernementales, tout en évaluant l’efficience des compétences communicationnelles sur l’efficacité des relations générales et ses prestations en vue de transmettre son message au public intérieur et extérieur, notamment à la lumière du de l’essor technologique que connait l’information et la communication au travers les nouvelles technologies de communications rendant le monde un petit village. La problématique de l’étude porte sur l’impact des compétences communicationnelles sur l l’efficacité de la gestion des relations générales au sein de l’entreprise d’Algérie-Télécom de Ouargla. A cet effet, on a opté pour la méthode descriptive analytique en vue d’atteindre, d’une manière scientifique fiable, les objectifs assignés à l’étude. On a à ce titre avancé les recommandations scientifiques susceptibles de contribuer à faire ace aux problèmes entravant les relations générales. L’étude se résulte à une série de conclusions témoignant que les compétences communicationnelles ont un grand impact sur l’amélioration des relations générales au sein de l’entreprise d’Algérie-Télécom de Ouargla, car elles visent à mettre en exergue l’image positive de l’entreprise et sa réussite./
