الحكامة والتنمية السياسية دراسة في اشكالية التنمية السياسية ومطلب الحكامة في الجزائر

Abstract

الملخص: يعتبر كل من الحكامة والتنمية السياسية من المفاهيم التي حظيت ولازالت باهتمام الدرارسين والباحثين في مجال العلوم السياسية والاجتماعية، وجاء هذا الاهتمام في اطار السعي لايجاد اجابات وحلول لمشاكل التنمية والتحديث والديمقراطية في البلدان التي تعاني من هذه المشاكل، والجزائر كغيرها من الدول النامية، تعاني من مشاكل تنموية خطيرة، خاصة في ظل الظروف الراهنة، وهذا يضعها امام تحديات كبيرة تستدعي المباشرة في اعتماد منظومة اصلاح وتحديث شاملة. لخلق مناخ ديمقراطي يشجع عملية التنمية ويسهم في تحقيق الرشادة السياسية والتنمية المستدامة. من أجل ذلك كله تعتبر الحكامة السياسية من المطالب الملحة في الجزائر، لكن هذا المطلب يبقى مرهون بتفعيل مؤشرات التنمية السياسية، لان احد اهم اسباب عدم نضوج التجربة الديمقراطية في الجزائر هو سلبية الثقافة السياسية، التي تحتاج الى اعادة بناء وتجديد من خلال تنمية الوعي السياسي والتنشئة السياسية والاجتماعية وتعزيز المشاركة السياسية، وتحصين الممارسة السياسية ضد ظاهرة الفساد التي استفحلت في النظام الجزائري./

The Governance and political development of the concepts that have attracted the attention of scholars, researchers and is still in the area of political and social science, this interest came in the context of the quest to find answers and solutions to the problems of development and modernization and democracy in countries that suffer from these problems. Algeria, like other developing countries, suffer from serious development problems, especially under the current circumstances, this is placed in front of the big challenges that require direct adoption of comprehensive reform and modernization of the system. To create a democratic atmosphere that encourages the development process contributes to the achievement of political governance and sustainable development. For all that is political governance urgent demands in Algeria, but this requirement is dependent on the activation of political development indicators, because one of the most important reasons for the lack of maturity of the democratic experiment in Algeria is negative, the political culture, which needs rebuilding and renewal through the development of political awareness and nurturing political, social and political participation, immunization against the phenomenon of corruption and political practice that deepened in the Algerian regime.
