السياسة الخارجية الجزائرية في عهد بوتفليقة 1999-2018 تجاه دول الجوار المغاربي أنموذجا

Abstract

الملخص: تهدف هذه الدراسة إلى معالجة توجهات السياسة الخارجية الجزائرية تجاه الدول المغاربية، خلال فترة حكم الرئيس بوتفليقة والتي قاربت عقدين من الزمن، وبالتالي معرفة الثابت والمتغير في هذه السياسة خلال هذه الفترة التي عرفت مجموعة من التغيرات الداخلية والخارجية، حيث شهدت دول الجوار المغاربي مجموعة من الأحداث المتباينة نتج عنها تهديدات كبيرة للأمن الوطني الجزائري، وبالتالي كان لها تأثير كبير على السياسة الخارجية الجزائرية. وهنا تطرح على النظام الجزائري العديد من التحديات، كما تطرح الدراسة مجموعة من الأسئلة حول محددات السياسة الخارجية التي تؤثر على توجهها المغاربي. /

Cette étude vise à répondre à la politique étrangère algérienne vers les tendances des pays du Maghreb, sous le règne du président Bouteflika, dont près de deux décennies, et ainsi des connaissances fixes et variables dans cette politique au cours de cette période le groupe connu des changements internes et externes, où les pays du Maghreb voisins ont vu une série d'évènements Avoir entrainé des menaces importantes pour la sécurité nationale algérienne et avoir ainsi eu un impact majeur sur la politique étrangère algérienne. Ici, le système algérien présente de nombreux défis et l'étude pose également un certain nombre de questions sur les déterminants de la politique étrangère qui affectent son orientation maghrébine.

Abstract: This study aims at addressing the trends of the Algerian foreign policy towards the Maghreb countries during the term of President Bouteflika, which was close to two decades, and thus the knowledge of the fixed and variable in this policy during this period, which has known a range of internal and external changes. Have resulted in significant threats to Algerian national security and thus have had a major impact on Algerian foreign policy. Here, the Algerian system presents many challenges. The study also raises a number of questions about the determinants of foreign policy that affect its Maghreb orientation.
