Abstract

ملخص باللغة العربية تسعى أغلب الدول إلى حماية حقوق الإنسان ، فأصبحت شغلها الشاغل مما أدى بها إلى توفير آليات و ضمانات و وسائل تساعدها في حماية الحقوق والحريات ، والجزائر من بين هذه الدول التي قامت بتوفير حماية غير قضائية للحقوق والحريات ، تتمثل في إنشاء مؤسسات أو هيئات تتكفل بحماية هذه الحقوق ، و تركزت الدراسة على هيئتين ، وهما المجلس الوطني لحقوق الإنسان والثانية المجلس الدستوري الجزائري. و بالرغم من توفير الضمانات اللازمة لتحقيق حماية أفضل للحقوق والحريات ، إلا أنه لا زال هناك بعض القيود والعراقيل التي تضعف عمل المؤسسات الدستورية المختصة في مجال حماية الحقوق والحريات ، مما أثر نسبيا على الحقوق والحريات ./

Summary in English

The majority of countries seek to protect human rights, which has become a major concern, which has led to the provision of mechanisms, guarantees and means to assist them in the protection of rights and freedoms. These include the establishment of institutions or bodies that protect these rights. The study focused on two bodies, the National Council for Human Rights and the Algerian Constitutional Council. Despite the necessary guarantees for better protection of rights and freedoms, there are still some restrictions and obstacles that undermine the work of the competent constitutional institutions in the field of the protection of rights and freedoms, which has a relative impact on rights and freedoms

Résumé en français La majorité des pays cherchent à protéger les droits de l'homme, ce qui est devenu une préoccupation majeure qui a débouché sur la mise en place de mécanismes, de garanties et de moyens pour les protéger et protéger leurs droits et libertés. L'étude s'est concentrée sur deux instances, le Conseil national des droits de l'homme et le Conseil constitutionnel algérien. En dépit de la mise à disposition de nécessaire pour obtenir une meilleure protection des garanties des droits et libertés, mais il y a encore des limites et des obstacles qui affaiblissent le travail des institutions constitutionnelles compétentes dans le domaine de la protection des droits et libertés, qui sont un impact relativement aux droits et libertés ./
