التنسيق بين السياستين المالية والنقدية ودوره في تحقيق التوازن الاقتصادي في الجزائر «خلال الفترة1990-2014م.دراسة تحليلية»

Abstract

تأتي هذه الدراسة لمناقشة موضوعة التنسيق بين السياستين المالية والنقدية وأثر ذلك في صياغة سياسة اقتصادية متناسقة ومتلائمة تؤدي إلى ضبط المؤشرات الكلية لمنظومة التوازن الاقتصادي في الجزائر من خلال استخدام الأدوات البحثية المتاحة وارتكازا على البيانات والإحصائيات المتعلقة بجوانب الدراسة المتحصل عليها من الهيئات والمؤسسات الرسمية وذلكلتقييم عملية التنسيق استنادا على مقاربة قياسية بنموذج متجهات الانحدار الذاتي (VAR) في الفترة (1980-2014)؛ وكذا تقييمه ارتكازا على مدى استيفاء الترتيبات المؤسسية للتنسيق في الجزائر في الفترة (1990-2014). ولقد ظهر واضحا عدم كفاءة السياستين المالية والنقدية في تحقيق توازن في المنظومة الاقتصادي للجزائر في أغلب سنوات الدراسة، وكذا عدم حضور حزمة الترتيبات المؤسسية اللازمة للتنسيق كاملة في الاقتصاد الوطني الجزائري؛ ما كان سببا في تراجع دور السياستين في ضبط الاختلالات الاقتصادية وغياب عملية التنسيق بين الهيئتين المالية والنقدية.

This study aims at discussing the coordination between the financial and monetary policies and their impact on the formulation of an appropriate and a coherent economic policy that leads to the reduction of imbalances which affect the overall indicators of the economic balance system in Algeria through the use of available research tools, based on data and statistics related to the study aspects obtained from official bodies and official institutions in order to evaluate the process of coordination according to a standard approach named: Vector Auto-regression (VAR) model in the period between (1980-2014), as well as its assessment based on the extent to which the institutional arrangements for coordination in Algeria are met in the period between (1990-2014). It is obvious that the inefficiency of the fiscal and monetary policies in achieving balance in the economic system of Algeria in most years of study, as well as the total absence of the package of the necessary institutional arrangements in the Algerian national economy. This was the reason for the decline of the role of the two policies in the control of economic imbalances and the absence of coordination process between the two financial and monetary bodies.
