Abstract

This study suggests a model for selecting senior administrative leaders that includes a moral content with personal standards, characteristics, leadership skills, and administrative knowledge drawn from the Iraqi scene reality. making leaders with such characteristics a model to be followed by the subordinates to make the formers individuals capable of affect positive changes in their organizations or at the social or individual level with their behavioral repertoire.

In order to accomplish these goals a number of hypotheses on the study’s three variables were made: administrative leadership ethics and dimensions (means ethics, character and ends), and the responding variable, which is change. By adopting the analytical survey strategy, the study targeted three State technical universities covering all Iraqi provinces expect northern ones. The sample consisted of 15 colleges, institutes, training centers, and university divans with 225 employees: faculty, technicians, and administrators. Questionnaires were mainly used to collect data. Then data were analyzed and hypotheses were tested using a number of ready statistical programs, like SPPS, Soble, and Amos. The results showed that most of the study hypotheses were correct in whole or in part. Based on the results, a number of conclusions and recommendations were made, most notably a suggested model for selection of top university leaders. The study concludes with a number of suggestions.
